ABOUT THE OFFICE:

The County Counsel’s Office serves as the civil attorneys for Tulare County government, the Tulare County Association of Governments, the Tulare Local Agency Formation Commission, and the Workforce Investment Board.  The Legal Office includes 25 Attorneys, plus a compliment of paralegals and support staff. The office is located in the City of Visalia at the County Civic Center. A position with the County Counsel’s office provides a unique opportunity to study and practice a wide range of law in service to an established and stable client.  

The County provides a benefit package including health insurance, paid vacation and sick leave benefits, 1937 Act Retirement plan, life insurance, and reimbursement for California Bar Dues.  Applicants may be granted advanced step appointments based upon experience. 

ANNUAL SALARY RANGES: I: $77,388-$94,316  II: $88,048-$107,307 III: $103,210-$125,786 IV: $117,200-$142,836 

V:$126,775 - $154,505

3% cost of living increase effective June 30, 2024.

Typical Duties

CAREER OPPORTUNITY:

While the successful candidate may be able to work with or on any of the five legal teams at County Counsel, the current vacancy being filled is on the Resource Team. The successful candidate will be expected to review contracts, advise clients on various general law related matters, assist the County’s Resource Management Agency and General Services Agency in various public works, capital construction projects, eminent domain, public debt and/or public finance, and land use planning law matters, and provide legal guidance to various public agency boards and committees. Previous experience in a County Counsel’s or City Attorney’s Office, or other public agency’s legal department is highly desirable.

Employment Standards

EXPERIENCE:

Active membership in the State Bar of California is required. Possession of, or ability to obtain, a valid California driver's license is required. Newly hired Attorneys will serve At-Will and hold non-competitive status. The Attorney class is flexibly staffed to allow for promotional opportunities as professional experience is gained and demonstrated.

  • Attorney  I:  No experience required. Some familiarity with practice of public law is desirable. 
  • Attorney II:  Two years in the full-time practice of public civil law or one year work experience in a public civil law agency.
  • Attorney III: Three years of full-time experience in the practice of public civil law or two years work experience in a public civil law agency.
  • Attorney IV: Four years of full-time experience with a public civil law agency or five years of full-time experience in the practice of public civil law.  Lead experience required supervisory experience highly desirable.
  • Attorney V:  Five years of full-time experience with a public civil law agency; or six years of full-time experience in the practice of public civil law.  Lead experience required.  Supervisory experience highly desirable.

The Position

The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions, should they occur. Pursuant to current bargaining unit agreement, employees regularly assigned to the coastal region including Fort Bragg, Mendocino, or in Point Arena, shall receive a 5% assignment premium. This premium shall also apply to employees temporarily assigned to these locations for one full pay period or a longer period of time.    

Under close supervision, the Deputy District Attorney I learns and performs a variety of professional legal work involving the preparation, filing and prosecution of misdemeanor criminal cases as assigned and provides assistance to department staff.

  • Review police reports, defendant files, probation reports, witness statements, evidence, crime scenes and/or other sources to obtain relevant information for cases.
  • Issue subpoenas.
  • Negotiate resolution of cases with defense attorneys.
  • Appear and assist in making presentations in court at various stages of cases, including arraignments, pre-trial conferences and/or trials.

Education and Experience:

OFFICE OF CLIENTS’ RIGHTS ADVOCACY

DRC has a contract with the Department of Developmental Services (DDS), State of California, to provide Clients’ Rights Advocacy services for clients of each of the 21 regional centers located statewide. That contract funds the Assistant Clients’ Rights Advocate (ACRA) position. PURPOSE OF THE JOB

The ACRA assists and advocates for people with developmental disabilities who are regional center clients, including people who reside in state developmental centers and community facilities. The ACRA is primarily responsible for clerical and administrative support for the office, which provides information, advice, and representation on a wide range of legal topics impacting people who receive regional center services. Examples are special education, Social Security, IHSS, healthcare and insurance, and living in the community.

The ACRA works under the direct supervision of a clients’ rights advocate and in collaboration with other OCRA advocates and attorneys in their advocacy and outreach efforts.

This position is in a location convenient to the regional center and is eligible for a hybrid schedule working both remotely and in-office. Currently the office is located at 1831 K Street in Sacramento. The ACRA may work remotely up to three days per week.

JOB RESPONSIBILITIES

  • Assist in the development and implementation of an outreach plan, including targeted outreach to traditionally underserved communities.

OCRA’s program provides consultation and assistance to regional center clients, including: serving as a clients’ rights resource to regional center clients, their families, and the community; assisting regional center clients in understanding procedures for initiating appeal hearings; obtaining generic services such as IHSS and SSI; asserting and protecting the rights of regional center clients changing their residence, including placement in facilities and judicial commitments to state-operated facilities; investigating denials of rights under Title 17, California Code of Regulations, Section 50540; providing self-advocacy trainings to regional center clients; and providing clients’ rights training to regional center staff and service providers.

The OCRA Associate Director reports directly to the OCRA Director and is a member of OCRA’s management team, assisting the Director with day-to-day operations of program activities and office administration, program leadership and guidance, and formulating program priorities. They represent OCRA in public and serve as a liaison to stakeholders such as clients, their families, and agencies and organizations such as DDS, Regional Centers, and the State Council on Developmental Disabilities. Leadership

  • Provide leadership and strategic direction to OCRA staff, including supervision, workload management, training, and mentoring.

SUPERVISORY RESPONSIBILITIES

Directly supervise OCRA staff as necessary to carry out program requirements consistent with DRC’s policies, applicable laws, and contract requirements, including but not limited to Managing Attorneys, Supervising Clients’ Rights Advocates, Supervising Attorneys, and Office Managers.

Position Description: The Staff Attorney will provide post-conviction services to low-income individuals facing eviction, housing insecurity, substandard housing conditions, or other barriers to housing throughout San Luis Obispo County. The holistic approach to combating these issues will include legal services in record clearing.

Reporting to the Managing Attorney, this position will be responsible for full-scope representation to individuals seeking to clear their records in the San Luis Obispo service area, providing Know Your Rights presentations, conducting outreach, clinics, and case management of record clearing services under the Project. Additionally, the Staff Attorney will be responsible for engaging in cross-referrals to other CRLA services and/or referrals to external project partners.

 

Essential Responsibilities/Duties:

  • Perform community outreach and education campaigns on record clearing options in California.
  • Maintain relationships with Public Defenders in the San Luis Obispo service service area, serving as CRLA's liaison with these agencies.
  • Participate in record clearing clinics in the San Luis Obispo service area.
  • Improve and/or establish workflows for the record clearing clinic model.
  • Conduct an initial interview of workshop participants, screen all workshop participants for possible wrap-around services, and refer participants to other CRLA staff or external project partners following project referral procedures.
  • Process all completed forms: upload reviewed forms into correlating Legal Server files, prepare forms, organize and attach supporting documents, and file documents with the court.
  • Monitor and follow up on cases filed through the clinic model, including tracking hearing dates, in-chambers requests, and decisions, coordinating with the local public defender or recruiting volunteer attorneys for felony hearings.
  • Create and present training on record clearing procedures and legal theory.
  • Maintain an active caseload representing clients in the San Luis Obispo service area.
  • Participate in periodic case review meetings to ensure that high-quality legal services provided are consistent with CRLA priorities, policies, procedures.
  • Maintain up-to-date knowledge of record clearing and other post-conviction laws.
  • Implement evaluation of Project services in collaboration with other Project staff.
  • Cooperate with the Development Department for grant reporting and evaluation requirements and participate in development efforts as necessary.

QUALIFICATIONS:

  • Admitted to practice law in the State of California or willing to take the next California Bar Exam.
  • Demonstrated commitment to working with low-income clients, especially in the areas of social justice
  • Ability to empathize with the client community
  • Excellent written and verbal communication skills
  • Excellent public speaking skills, especially in the area of group training or presentations
  • Superior organizational skills, especially as demonstrated by the ability to meet deadlines and demonstrate attention to detail.

Preferred Education and Experience:

  • A highly qualified and desirable candidate would also have the following:
  • Lived experience with the criminal legal system and/or housing instability
  • Experience working with diverse racial and cultural groups.
  • Experience in trauma-informed intake and service delivery practices
  • Extensive knowledge of California expungement and resentencing laws, including an up-to-date understanding of current laws through statute and relevant case law, historical background and evolution of California expungement and resentencing laws, and all procedural requirements.
  • Experience with workshop or clinic legal services delivery models
  • Experience in recording clearing and/or post-conviction work, including work in expungement, arrest record sealing, felony reduction, Prop 47, Prop 64, Certificates of Rehabilitation, and changes to California resentencing laws.

Experience both training and supervising private attorneys, paralegals, law students, and/or other volunteers in delivering civil legal aid. COMPENSATION & BENEFITS:

This is a union position (Legal Service Workers for Rural California "LSWRC" ), and the salary ranges from (Staff Attorney: $65,500-$90,000) depending on each year of admission to practice law in any U.S. jurisdiction and any relevant law-related work experience prior to being admitted to practice law.

Staff Attorney/Senior Staff Attorney – Family Violence Prevention Program  in Santa Maria, CA (serving Northern Santa Barbara County)  Full-time, 37.5 hours per week (Exempt) 
 
OVERVIEW:
The Legal Aid Foundation of Santa Barbara County has an immediate opening for a full-time Family Violence Prevention program attorney who will assist survivors of intimate partner violence/domestic violence, sexual assault, stalking, elder abuse, and human trafficking in obtaining restraining orders and with other related legal matters. The attorney may also assist with related immigration remedies for crime victims and consumer protection matters arising from abuse. The attorney will also provide legal education and outreach to the community on intimate partner violence, stalking, and other related issues. The position is funded in part through a grant provided by the US Department of Justice Office of Violence Against Women. The program team includes 1 attorney based in Santa Barbara to serve south County clients. Depending on the level of experience of the applicant attorney, additional management or leadership opportunities may be considered. The attorney will join two other attorneys (who practice other areas of law), an Intake Coordinator, and Legal Assistant who serve and support the Santa Maria office.  
 
RESPONSIBILITIES:  
Provides legal representation to survivors of intimate partner violence/domestic violence, sexual assault, stalking, elder abuse, and human trafficking with obtaining restraining orders, child custody and visitation orders and related legal matters such as dissolution of marriage, establishing paternity, immigration remedies, child custody, and child and spousal support. Responsibilities include but are not limited to the following range of duties: conducting client interviews, advice and counsel, litigating cases originating as intimate partner violence/domestic violence matters; making court appearances, representing clients in trials, updating and inputting information into case management system; education and outreach efforts directed at community members, advocates and service providers; program grant reporting and monitoring, attending regional taskforce meetings; and other duties as assigned.  
 
LOCATION:
This position is based in Santa Maria and will require travel to Lompoc as needed to meet with clients and for any court appearances. Hybrid work schedule with a combination of remote work and in-office work (expected to be 1-2 days per week). The schedule for remote work which is subject to change in light of organizational needs. Proof of COVID-19 vaccination is required as a condition of employment before date of hire. Reasonable accommodations will be considered. 
 
QUALIFICATIONS:
-Licensed to practice law in the State of California and in good standing (provisional ok);  
-At least two years of legal experience as a licensed attorney;  
-Excellent oral and written advocacy, legal analysis, and legal research skills.

-Ability to meet deadlines and perform multiple tasks while maintaining attention to detail;

-Experience working on behalf of survivors of intimate partner violence/domestic, violence, sexual assault, stalking, elder abuse or human trafficking;  
-Experience in family law and/or immigration law;  
-Experience working with low-income communities;  Language: Bilingual in English and Spanish preferred but not required;
-Experience working with a civil legal aid organization or non-profit organization.  
 
SALARY AND BENEFITS:  
Salary range of $75,000 to $98,406 depending on experience. Generous personal leave and benefits package, including paid vacation, sick leave, all court holidays, health/dental/vision insurance (100% of premiums covered for employee), life insurance with Employee Assistance Program, and option to participate in 403(b) retirement plan with employer contribution to a SEP-IRA after one year. Employer covers State Bar fees and one local bar association membership.
